Skill ranking limit

Okay, for those cabalist out there, doomsday occured.

Say goodbye to dual trans whatever class @ lvl 30, the skill rank limit is now in effect.

Each skill rank is now coined at a specific level and class rank, which means in short, to achieve higher skill ranks, you need to have the right level and have done your class ranks.

Here is a breakdown of how far you can skill:

N/A	N/A	Novice
20	Class Rank 3	Apprentice rank (till the last skill point)
30	Class Rank 4	Regular rank (till the last skill point)
40	Class Rank 5	Expert (till the last skill point)
50	Class Rank 6	A. Expert rank (till the last skill point)
60	Class Rank 7	Master rank (till the last skill point)
70	Class Rank 8	A. Master rank (till the last skill point)
80	Class Rank 9	G. Master rank (till the last skill point)
90	Class Rank 10	Completer rank (till the last skill point)
100	Class Rank 11	Transcender rank (till the last skill point)

Well although this has long past, I personally thinks this SUX. My FB lv 31 now stuck @ expert rank (This char more than 1 year).
